Call to Order - Introduction of Members and Proxies Held
The Fleet Captain Leet acted as Chairman of the meeting. The Excom included Don Trask, Pat Benedict, David Tambellini, David Owen, Jaren Leet, Dick Watts and Phillips Perkins. Eden Kim was on the Excom Panel and asked to be timer for owner participation. It was determined that a quorum existed for the meeting with 34 members present either in person or by proxy out of 51 eligible votes.

Reading & Approval of Minutes of the 2000 Annual Meeting
The minutes of the 2000 annual meeting were approved AS CORRECTED.

Treasurer's Report
David Owen reported that the fleet has a cash balance of $4863.72 with expenditures for the fleet dinner and awards remaining. the estimated year end balance is $2281.48 compared to $1331.48 last year. The increase of $950 is as a result of 1) additional dues received from new boats in the fleet and 2) no expenditures on the web site. This latter is an issue the new EXCOM will have to deal with and could result in a large expenditure to the fleet in the new year.

Fleet Dues for 2002
Fleet Dues for 2002 will include national dues. This will allow better representation in national VOTING. Annual dues (which include $25 for National Dues) were recommended to be $110 for the first owner and $25 for each additional owner (Single owner boat pays $110, two owner pays $135, three owner pays $160), and $25 for associate membership.

THIS PROPOSAL WAS MOVED, SECONDED AND APPROVED BY A MAJORITY OF THE FLEET. Dues for 2002 will be solicited after the annual dinner. Please be advised, all owners who wish to drive in any fleet One race must have a current membership application.

Proposed Rules Changes

5.1 Adoption of 89sq. meter Spinnaker rule.

The vote: 22 opposed, 10 in favor. MOTION DEFEATED.

Much Discussion was contributed by fleet owners and contributions from Sail loft representatives. (North, Quantum, Doyle). Bottom line… the sail will disrupt current sail management, probably cost 15% more, be harder for the new owners to adapt to the increased power, and probably blow out more readily in the heavy air months of august and September.

5.2 Amend Fleet One Bi-Laws

5.2.1 Proposed weight limitation rule, National wants to increase weight to 1045lbs.

The vote: 22 opposed, 7 in favor. MOTION DEFEATED

The vote was in favor of sticking with current 970lbs. weight limitation rule. Much disscussion was contributed by the fleet. Dean dietrich was asked to prepare a presentation of the increased weight perspective. Despite his well prepared analysis the fleet was reluctant to change the existing rule.

5.2.2 Proposal to change sail purchase restrictions from annual anniversary to calendar year

The Vote: large number in favor, 1 opposed. MOTION APPROVED.

5.2.3 Proposal to eliminate restrictions on the type of sail that can be purchased under the sail purchase restrictions.

The vote: 23 opposed, 8 in favor. MOTION DEFEATED.

An owner may purchase any 2 sails the first year, andy 3 sails the second, any 2 sails the third and so on… (note. no change in materials of construction)

5.4 Clean Up Proposals

The proposal to correct the articles in accord with the communication to the fleet as ammended 16 October was unanimously approved without discussion. The Excom was instructed to implement these changes as soon as practical.

Proposed Racing Schedule for 2002
Each regatta was individually voted on. Some highlights: Vallejo was approved as a counter; Sunday is subject to a move in the starting line. Bruce Stone was successful in sugeting we insert the Silver Eagle into the Calendar as a counter (mid July).

Discussion Topics for Race Course Safety and Rules Compliance
This will become a coordinated effort by the Excom.

  • Jaren Leet proposed several methods that will be reviewd and proposed.
  • Attendance at rules seminars.
  • Don trask proposed a take home exam for all owners.
  • Mandantory ad submitted and graded piror to the beginning of the season (seconded by Randy Paul and unanimously approved by the fleet).
  • Non discardable DSQ's, Black Flags, etc.
  • Mandantory fleet fine for contact with another boat
  • Fine for No Show at protest.
  • Yellow Flag issues

Fleet Dinner
The Annual Fleet Dinner reminder for November 16, 2001 at the Corinthian Yacht Club. Please double your efforts to promote this event, especially to new owners and crew members. Karen Rosenbaum will help coordinate this activity.
